Participation in=20 the Sub-commission on Prevention of Discrimination and Protection Of = Minorities=20 Working Group on Indigenous Populations

The Assyrian Universal Alliance = (=93AUA=94) has=20 been participating for years in the United Nations meetings. This = participation=20 has become more effective since AUA joined the International = organisation known=20 as the Unrepresented Nations and Peoples Organisation = (UNPO).=20

Since 1996 AUA Australian = Chapter has made=20 many representations at the meetings of the Working Group on Minorities. = This=20 year AUA participated for the first time in the Working Group on = Indigenous=20 Populations. The Working Group on Indigenous populations was set up in = 1982, and=20 is a working group of the Sub-Commission on Prevention and Protection of = Minorities.  It is composed of five experts of the Sub-Commission, = who=20 represent the five regions of the world.=20

This year more than 1000 = participants took=20 part in the session. The indigenous issues are varied yet they all share = in the=20 one common struggle, that of removal from their land. The relationship = to land=20 and the natural environment is very significant and unique to the = indigenous=20 peoples. This relationship is the basis for the survival of indigenous = peoples.=20 There is an increasing momentum in the struggle for justice and in = addressing=20 the historical issues impacting on Indigenous Peoples.=20

On August 9-10, 1999, some 300 = Indigenous=20 people from different parts of the world gathered at the United Nations=20 headquarters in New York to commemorate the International Day of the = World's=20 Indigenous Peoples. The 1999 theme, "Indigenous Peoples and their = Relationship=20 to Land" was very timely, for the Indigenous Peoples' movement the basic = issue=20 is the gross violation of their right to own and control their = territories and=20 resources. Another theme that emerged from the practice of (alternative) = indigenous education is the demand of Indigenous Peoples for the right = to speak=20 their own language, for "language is the soul of the Indigenous Peoples. = It is=20 linked to our cultural environment where the world of meanings is = stored".=20 Indigenous Peoples want to ensure that their children are not alienated = from=20 their cultural identity. Consequently the struggle to speak the mother = tongue=20 becomes at once political. It cannot be divorced from the struggle for=20 self-determination and ancestral land and domain. For if the material = bases of=20 culture (ie. land, people and resources) are gone, how else will = language and=20 all its artistic expressions flourish?=20

AUA=92s representatives at the = meeting of the=20 Working Group on Indigenous Populations, which took place between = 24-28th July=20 2000, were Senator John Nimrod (Secretary General of AUA from USA), Miss = Suzy=20 David (the International legal adviser to the Secretary General) and Mr. = Hermiz=20 Shahen (AUA Secretary - Australian chapter).   Suzy David and = Hermiz=20 Shahen also attended the preparatory meeting of the Indigenous = Populations held=20 on 22 and 23 July 2000 at the premises of the World Council of Churches, = Geneva.=20

The United Nations meeting of = the Working=20 Group commenced on 24 July and ended on 28 July 2000. The Agenda items = in=20 respect of which the Assyrian Universal Alliance presented interventions = were:=20

  • Review of developments = pertaining to the=20 promotion and protection of human rights and fundamental freedoms of=20 indigenous people.  Principle theme:  "Indigenous children = and=20 youth=20
  • General statements, = including land=20 issues, education and health=20
  • Standard-setting activities = including a=20 review of indigenous peoples, relationship with natural resource, = energy and=20 mining companies=20
  • World Conference against = Racism, Racial=20 Discrimination, Xenophobia and Related Intolerance, including the = second=20 preparatory meeting in May 2001
  • Miss Suzy David, an experienced and = successful=20 lawyer delivered four interventions during the year 2000 session all of = which=20 were overwhelmingly well  received by the participants. There were = a number=20 of representatives from various countries as well as non-government=20 organisations and academics who asked for copies of the submissions = presented.=20 Lengthy discussions were entered into with some of these persons and = officials=20 in an attempt to commence and implement projects that would serve = various=20 Assyrian causes. The week was also very successful in the networking = that was=20 achieved with various other indigenous groups and government and = non-government=20 officials. In response to this the Iraqi representative denied the = allegations=20 against Iraq. Iraq accused the Assyrians and Kurdish of being  = militia=20 groups fighting each other, and denied that they are the indigenous = peoples of=20 Iraq.=20

    It is crucial for the Assyrians = to be heard=20 at these meetings.  Indeed, it is the intention of the AUA to = continue its=20 active involvement at such international forums in the future.  = Only in=20 this way, can we draw the world's attention to the significant needs of = our=20 people.=20

    On the indigenous children and youth

    Madam Chair=20

    I am attending this working group as a representative = of the=20 Assyrian people. They are the indigenous people of the land presently = known as=20 Iraq. They are also indigenous to parts of the lands within the = countries=20 currently comprising Turkey, Iran and Syria. The largest population of = Assyrians=20 is within Iraq, where it is estimated that 2 million of our people = reside. A=20 further 1.5 million Assyrian people reside outside Iraq, in about 35 = various=20 countries, most of which are far from our homeland.=20

    The reason for such a disproportionate scatter of our = people=20 from Iraq is because the Assyrians face grave abuses of their most = fundamental=20 human rights. This is not only because they live in a country, = recognized for=20 its human rights violations but also because they are the uncontested = indigenous=20 people of that land. I do not seek to use this forum for reference to, = or=20 quoting chapter and verse of, the specific evidentiary reports dealing = with such=20 violations.  However I do seek permission to state generally, that = our=20 people continue to be the victims of ethnic religious cultural and = linguistic=20 persecution and genocide. More significantly, Assyrians, according to = United=20 Nations and other reliable international sources are being forcibly = expelled=20 from their homes, and thus forced to become refugees in overwhelming = large=20 numbers.=20

    Abuses of Assyrians=92 human rights in Iraq, the = persecution for=20 practicing our religion and culture, the prohibition to speak our = ancient=20 language and to maintain our rich history, have led to two fundamental = problems=20 for Assyrians that are particularly pertinent to the theme of children = and young=20 people.=20

    Firstly, the situation faced by our people inside = Iraq has=20 meant that it is increasingly dangerous for parents to teach their = children=20 Assyrian, and to raise their children in accordance with our traditions, = culture=20 and religion. Assyrian children are not permitted to identify themselves = as=20 Assyrians, not even to have an Assyrian name. Secondly such religious,=20 linguistic and cultural persecutions have meant that there is a = significant=20 movement of Assyrians out of Iraq.=20

    It is notable that, around one half of the world's = Assyrians=20 live outside their indigenous land. This exodus has serious implications = for the=20 long- term maintenance of our identity, language, history, religion and = culture=20 and may, in my respectful submission, result in the complete alienation = of=20 Assyrians from their indigenous land.=20

    The consequences of these two factors on future = generations are=20 of grave concern to my people. While there is an obvious need to address = the=20 human rights violations within Iraq, I accept that such an outcome is = beyond the=20 means of this Working Group. However, I believe that there are some=20 recommendations that this Working Group could make that would = substantially=20 assist in ensuring the survival and ongoing cultural and indigenous = integrity of=20 the Assyrian people as well as other indigenous peoples fleeing = persecution from=20 their homelands.=20

    Firstly, I would like to respectfully suggest that = the Working=20 Group endorse a proposal to expressly recognize the unique status of = indigenous=20 peoples seeking refuge outside their traditional and indigenous = lands.=20

    To this end I recommend that the Draft Declaration on = the=20 Rights of Indigenous Peoples, when passed, should be applied = retrospectively=20 such as to, interalia, require States to acknowledge and respect the = ongoing and=20 territorial rights of refugees and their descendants who are indigenous, = in=20 their country of origin.=20

    Without such retrospective application and = recognition, the=20 children and grandchildren of those Assyrians who have been forced to = leave Iraq=20 could be legally denied the right to access or return to their ancient = ancestral=20 lands. Without such recognition the capacity of Assyrian people to = participate=20 in any possible future decision making with respect to their lands will = be=20 further diminished.=20

    Secondly, I respectfully recommend that there be a = specific=20 obligation for those States receiving significant numbers of indigenous = refugees=20 to assist in the maintenance of their language, history, religion and = culture.=20 The effect of this should be to make the obligations of States towards = their=20 refugee indigenous peoples similar to those they hold with respect to = their own=20 indigenous peoples.=20

    Thirdly, it has long been accepted that indigenous = peoples=92=20 common experience of dispossession often manifests itself in common = social=20 needs. I recommend that it be noted that it is as important for States = to=20 address the specific social needs of migrant indigenous peoples as it is = to=20 address the social needs of indigenous peoples within their land. =

    I am hopeful that while these recommendations will = not directly=20 address the human rights issues confronting Assyrian people in Iraq, = they will=20 assist the longevity of our language, culture, history, religion and = traditional=20 values, and ensure that our children do not grow up in permanent = isolation from=20 their origins. Otherwise this could mean for Assyrians, the ultimate = extinction=20 of one of the richest and most ancient civilisations.=20

    On the promotion and protection of human rights, land issues, = education=20 and health.

    Mr. Chairman=20

    May I firstly congratulate you on your recent = appointment as=20 chairman of the Working Group on Indigenous Populations.=20

    The Assyrians, Mr. Chairman are the descendants of = the ancient=20 Assyrian civilization, often referred to as the land of Mesopotamia. = Today this=20 is known as Iraq. Iraq, was formed in 1932 and in that process was = required to=20 sign the international Declaration of the Kingdom of Iraq. It was agreed = that=20 the said Declaration was to prevail over all current or future laws and=20 regulations.=20

    The Iraqi Declaration provides to all Iraqi = inhabitants,=20 guaranteed protection of life and liberty (Article 2.1) and the right to = freely=20 exercise their religion (Article 2.2). It also entitles Assyrians, to = enjoy=20 interalia, the right to maintain, manage and control schools and other=20 educational establishments, with the right to use their own language = (Article=20 5). More significantly the Declaration provides that in towns and = districts in=20 which live nationals whose mother tongue is not the official language, = the Iraqi=20 government would provide for adequate facilities for ensuring that in = primary=20 schools instruction would be given to such children through the medium = of their=20 own language (Article 8.1).  It also provides that such nationals = would be=20 assured an equitable share in the enjoyment and application of public = funds=20 under the state, municipal or other budgets for educational, religious = or=20 charitable purposes (Article 8.2).=20

    Whilst the Declaration, does not specifically = recognize=20 indigenous rights of Assyrians and Kurds of Iraq, it does make positive=20 provisions and order certain guarantees. If adhered to by Iraq, in = conjunction=20 with all its other international obligations as a member state, it would = perhaps=20 not have been necessary for us to be present at this meeting.=20

    Instead, Mr. Chairman, Assyrians and Kurds have, due = to the=20 fact that they are indigenous, suffered massacres, persecutions, forced = internal=20 displacements and more recently forced migration out of the homeland. = Assyrians=20 have no right to equal citizenship, nor any political or indeed any form = of=20 representation, and according to the UN special Rapporteur on Human = Rights, at=20 more risk of summary, arbitrary and extra judicial executions. Iraq=92s = national=20 census does not provide for any recognition of Assyrian existence. They = are=20 deprived of social security benefits and either precluded from tertiary=20 education or expelled at will. The Assyrian people=92s health has = deteriorated and=20 their life expectancy substantially reduced in comparison with other = Iraqi=20 nationals.=20

    Attacks on ancient Assyrian ancestral lands and = villages have=20 also been ongoing in Iraq for decades. According to the Assyrian Human = rights=20 report, in the period 1976 to 1977, more than 200 Assyrian villages in = northern=20 Iraq were razed by the Iraqi government. All the inhabitants were forced = to=20 resettle in urban areas, in order to prevent the establishment of a = concentrated=20 Assyrian presence anywhere in the country. Since then another 252 = villages have=20 been confiscated. Under the current system Assyrians have no recourse to = any=20 form of legal justice. The occasional resistance to such land = confiscation has=20 been met with total retribution and often death, including death of = entire=20 families.=20

    Assyrians have thus been robbed of their livelihood = and removed=20 from their sacred and ancient lands. These are the sites that bear = testament to=20 the ancient Assyrian history and heritage dating back to thousands of = years,=20 sites under which are still buried ancient treasures artefacts tablets = statues=20 reliefs temples and even ancient cities.=20

    These lands are used by the government for housing = and other=20 developments including oil explorations, none of which are used for the = benefit=20 of Assyrians, nor by payment of any compensation. The removal of = Assyrians from=20 their land has also enabled plunderers and smugglers of Assyrian = artefacts to=20 flourish, particularly following the gulf war and the subsequent UN=20 sanctions.=20

    This has the consequence of destroying priceless = amounts of=20 historical artefacts. It also means the irreparable damage to proper = future=20 scholarly and scientific exploration and thus the suppression and / or=20 manipulation of our history.=20

    Assyrians, Mr. Chairman, do not have the political = opportunity=20 to enter into any dialogue directly and internally. So that the grave = concerns I=20 have put before you can be addressed, and so that some solution may be = found for=20 the complex Assyrian situation I respectfully make the following=20 recommendations:=20

    On indigenous peoples' relationship with natural resource, = energy and=20 mining companies

    Mr. Chairman=20

    I am attending this working group as a representative = of the=20 Assyrian people. Presently an estimated half of our population lives = outside our=20 indigenous land of Iraq. This converts into about 2 million people who = still=20 live in Iraq. However due to the grave abuses of their most fundamental = human=20 rights and the significant dangers associated with the practice of = preserving=20 our language, religion and culture and due further to reports of = hundreds of=20 families being forcibly expelled from their homes, Assyrians have become = refugees in great numbers.=20

    According the UNHCR in 1998 there were 9, 892 = recognized=20 refugees from Iraq and 53, 881 applications for refugee status. There = are no=20 statistics regarding how many of these people are Assyrian, however, = based on=20 anecdotal evidence I am certain that this is a large proportion.=20

    Religious cultural and linguistic persecution have = inevitably=20 led to a  significant movement of Assyrians out of Iraq and that = those=20 within Iraq are often afraid to identify themselves as Assyrian. This = has=20 serious implications for our capacity to ever be able to participate in = any=20 decision-making capacity or the management of our traditional lands and = to=20 contribute to the preservation of our archaeological sites.=20

    Upon the Draft Declaration of the Rights of = Indigenous Peoples=20 being passed,  and we share the general consensus of our indigenous = brothers and sisters that it would be in its present form, two articles = would=20 become very relevant, namely articles 25 and 30.=20

    Article 25 of the Draft Declaration states:=20

    Indigenous peoples have the right to maintain and = strengthen=20 their distinctive spiritual and material relationship with the lands,=20 territories, waters and coastal seas and other resources which they have = traditionally owned or otherwise occupied or used, and to uphold their=20 responsibilities to future generations in this regard. =
     =20

    Article 30 of the Draft Declaration states:=20

    Indigenous peoples have the right to determine and = develop=20 priorities and strategies for the development or use of their lands, = territories=20 and other resources, including the right to require that States obtain = their=20 free and informed consent prior to the approval of any project affecting = their=20 lands, territories and other resources, particularly in connection with = the=20 development, utilization or exploitation of mineral, water or other = resources.=20 Pursuant to agreement with the indigenous peoples concerned, just and = fair=20 compensation shall be provided for any such activities and measures = taken to=20 mitigate adverse environmental, economic, social, cultural or spiritual=20 impact.=20

    However notwithstanding the provisions of the Draft=20 Declaration, I believe that the standards set therein should = nevertheless apply=20 if Assyrian people=92s rights as indigenous people as reflected in the = Draft=20 Declaration are to be respected. To this end it is necessary for natural = resource, energy and mining companies to ensure that they act in our = best=20 interests and consult with Assyrian people before entering into = agreements with=20 the Iraqi government regarding exploitation of natural resources. =

    Further, it is necessary for them to take = responsibility for=20 appropriate payment of compensation, particularly as rich indigenous = Assyrian=20 lands have been and continue to be taken from their Assyrian inhabitants = and=20 owners, without any consultation with or, compensation for the = Assyrians.=20

    In order to do this it may be necessary for them to = consult=20 with Assyrian people outside Iraq, because those inside Iraq would not = have the=20 political opportunity of engaging in any such negotiations.=20

    I respectfully submit that it is the responsibility = of those=20 states in which the natural resource companies originate to ensure that=20 companies respect the rights of indigenous peoples regardless of the = domestic=20 laws of the countries in which the companies are undertaking their=20 activities.=20

    I therefore recommend that the Working Group endorse = a proposal=20 to require multinational companies to respect the rights of indigenous = peoples=20 in circumstances where those people are not in a position, due to = domestic=20 persecution, to ensure that their interests are respected.=20

    World Conference against Racism, Racial Discrimination, = Xenophobia and=20 Related Intolerance
    Meeting in May 2001

    Thank you for the opportunity to address the Working = Group on=20 this agenda item.=20

    At the outset may I state that the Assyrian Universal = Alliance=20 endorses the World Conference on Racism, Racial Discrimination, = Xenophobia and=20 Related Intolerance.=20

    History has proven that racism can at its extreme = become the=20 cause of more serious outcomes and even lead to genocide. One such = example is=20 the genocide that occurred in the first quarter of the twentieth = century, in=20 which Assyrians, Greeks and Armenians were massacred with the intent of=20 cleansing Turkey of all those three races. During this genocide, the = Ottoman=20 Turks wiped out two-thirds of the Assyrian population. Hundreds of = Assyrian=20 villages were confiscated and its indigenous Assyrian inhabitants either = mercilessly killed or forcefully removed from their indigenous lands in = which=20 they had lived for thousands of years. Most of those that did escape = were unable=20 to complete their journey to a safe destination and perished along the = way. The=20 survivors, to this day, remain traumatised, and decades later continue = to tell=20 of the horror stories and of the loved ones they lost before their very = eyes.=20 They also lost their connection to their indigenous lands, the = traditions they=20 had preserved for thousands of years, their history and identity. =

    Today there may be but a few thousand Assyrians = living in=20 Turkey, albeit in lands, to which they are not indigenous. They do not = identify=20 themselves as Assyrians for fear of persecution and discrimination. They = have=20 been forced to assimilate, by name, culture and even religion, in order = to=20 survive the ongoing racism. Reports of such racism and racial = discriminations in=20 Turkey are well within your knowledge, Mr. Chairman and I will not take = your=20 time in providing specific details of same.=20

    Incidences such as the Assyrian Genocide must be = learnt about.=20 It is through education that we as human beings can appreciate the = severity of=20 such acts. It is through education that we can ensure that future = generations=20 will not attempt such human atrocities. The seed of racism and = xenophobia can=20 only be destroyed if we realise their extremely destructive and = dangerous=20 outcomes. Genocidal events must not be denied. Their denial can lead to = their=20 repetition.=20

    To this end, Mr. Chairman, I make the following = modest=20 recommendations:=20

    • That the World Conference should encourage all = states, to=20 set up and implement educational programs designed at teaching the = history of=20 genocide so as to deter future generations from such behaviour; =
    • That the World Conference should encourage all = countries in=20 which genocide has occurred to admit to that history, as a genuine = expression=20 of that country=92s resent towards such genocidal acts. To that end = those=20 countries should also carry out research on the effect that such acts = have had=20 upon  survivors of the genocide and their families, particularly = those=20 who have been stripped of their indigenous rights;=20
    • That the World Conference encourage all states not = to grant=20 impunity to those guilty of genocidal acts and war crimes and indeed = to take=20 the positive initiative of enacting criminal laws against those guilty = of=20 same.
    Only if we learn about a = subject will we be=20 able to realise its impact. What more a significant subject than human=20 destruction? Only by admitting to violence, do we express regret. What = more=20 significant regret than that of destroying innocent human lives?=20

    1933 MASSACRE IN SIMEL = STILL VIVID FOR=20 ASSYRIAN WOMAN

    Kay Nesan is an 82-year-old = great-grandma=20 living in a posh north Modesto home.=20

    The stories she tells from the = days when=20 her life was new are told only in Assyrian. Even her great-grandchildren = don't=20 know what she really went through in August 1933, when she survived a = massacre=20 Assyrians remember as Martyr's Week.=20

    Khazama, as she was called, was = a happy=20 young wife in a Middle Eastern village. The 15-year-old girl lived with = her=20 husband's family, in the Assyrian custom. Her mother-in-law was teaching = her how=20 to make cheese and yogurt from sheep's milk and how to knit wool shawls = and=20 hats. They lived together in one house -- her mother-in-law, her = father-in-law's=20 brother and their sons' families -- in Simel, Iraq.=20

    Simel was a growing village, = called=20 "Simeleh" by Assyrians and "Sumayl" by their Muslim Iraqi neighbors. = Families=20 farmed the fertile valley land. They drew water from fountains and = wells. The=20 village's largest ethnic group was Assyrians -- an ancient people who = became=20 Christians long after ruling the land that is now northern=20 Iraq.=20

    The village also was home to = Malik Yacoub,=20 or General Jacob -- the leader of Assyrians trying to peacefully = establish a=20 separate enclave in northern Iraq. Land had been promised by the British = government in return for support from the legendary Assyrian fighters = during=20 World War I.=20

    But the British never = delivered. At the=20 same time, a special military task force of Assyrian "Levies," which the = British=20 Army used to control Muslims after the war, were viewed as oppressors by = other=20 Iraqis.=20

    Historians say the British = exploited ethnic=20 and religious divisions in Iraq for their own gain, primarily oil fields = and=20 railways. In return, Britain recommended Iraq be admitted to the League = of=20 Nations in 1932, which gave the government = legitimacy.=20

    A year later, Yacoub and = several hundred=20 men who feared the Iraqis would murder them fled to Turkey in a bid to = seek=20 refuge in France. They were denied.=20

    Then on Aug. 4, the men battled = Iraqi=20 troops blocking re-entry into Iraq at the Tigris River. The Assyrians = spilled a=20 lot of Iraqi blood that day. News about the fighting spread to remote = villages.=20 Assyrians feared the Iraqi troops would seek revenge, so they, in vain, = fled=20 smaller villages in search of safety in Simel.=20

    While exact dates and numbers = were lost=20 somewhere in the wheat fields of Simel, Iraqi troops killed at least 600 = Assyrian villagers over several days. Assyrians say the number was = closer to=20 3,000. =

    Khazama's family was at home = when neighbors=20 shouted from rooftops that Iraqi soldiers were riding into town. Her=20 mother-in-law, Nobar Yacoub -- no relation to the general -- sent her to = fetch=20 extra clothes. Khazama was so scared she grabbed a bag of rags. Soldiers = were at=20 the back door when the family left.=20

    They ran to the police station, = which was=20 surrounded by walls and already sheltering hundreds of Assyrians. = Khazama's=20 husband, Nesan David, was stationed in Hanide, Baghdad, as a soldier = with the=20 Levies. The only man with them was her husband's brother, until Khazama = found=20 her aged father.=20

    Outside, Iraqi troops shot = anyone in their=20 way.=20

    Khazama's relatives believed = they were safe=20 within the police station's protective walls. Yet the women and girls = watched=20 with terror as Iraqi soldiers came and took every male away. Gunshots = always=20 followed.=20

    Her mother-in-law quickly = devised a plan.=20 Assyrian women often layered several dresses on top of each other. Nobar = Yacoub=20 peeled off two dresses for her son and Khazama's father. The women = disguised=20 them with the dresses and scarves and sat on the men to hide them. One = night,=20 the two men slipped out of the police station and=20 disappeared.=20

    The Iraqi government packed the = survivors=20 into trucks bound for a refugee camp in Mosul.=20

    Khazama and her husband's = family stayed at=20 the camp a few days before they were allowed to join her husband in = Baghdad. Her=20 father and brother-in-law turned up at the refugee camp several days=20 later. =

    The Simel massacre pushed many = Assyrians=20 from their ancient lands in Iraq. Thousands were sent to neighboring = Syria,=20 including Khazama's parents and siblings. She and her husband, who was = spared=20 because he was in Baghdad, had their first child a year=20 later. =

    Khazama's parents died before = she could=20 visit Syria in 1966. Her husband died three years later after a stroke. = She=20 immigrated to the United States in 1976 to live with her oldest son, his = wife=20 and their children in Modesto.=20

    Today, Khazama's days bear = little=20 resemblance to her life in Simel. She has her own bedroom. A sunken tub = waits=20 through an arched doorway to soothe feet that have carried her many = years away=20 from her life as a young apprentice who spent her days milking=20 sheep. =

    She and her children worry the = generations=20 that follow will forget what happened in Simel. That is why some = Assyrians set=20 Aug. 11 aside to mark the massacre's end. Khazama's family will light a = single=20 candle today.=20

    MUSLIM-CHRISTIAN TENSIONS RISE IN=20 NAZARETH

    (ZNDA:  Vatican)  According to Vatican's = Zenit News=20 Agency, Israeli police were criticized by Islamic groups for attempting = to halt=20 the unloading of construction materials in Nazareth Square, at the = doorstep of=20 the Basilica of the Annunciation, where they intend to build a mosque in = memory=20 of Shebab el Din, a descendant of Saladin.=20

    Despite the opposition of the Vatican and the local = Christian=20 community, Muslim fundamentalists were given permission by Israeli = authorities=20 to erect the mosque just a few steps from the Christian Basilica. =

    Salman Abu Ahmed, deputy mayor of Nazareth, and = directors of=20 the political department of the Islamic Movement, said that the Muslims = of the=20 city are losing patience and hope to begin construction without a = permit.=20 Moreover, they accuse the government authorities of delaying the = necessary=20 permits and have threaten new riots "because the Israeli government only = understands the language of done deeds." For his part, Israeli Minister = Matan=20 Vilnai, warned against any unilateral action.=20

    Although it has a Muslim and Christian majority, = Nazareth is in=20 Israeli territory. However, last November, the National Palestinian = Authority,=20 presided over by Yasser Arafat, declared its opposition to the mosque's=20 construction.


    MUSLIMS PRAY TO MARY IN = EPHESUS=20 SHRINE

    (ZNDA:  Turkey)  Last week, many Muslims = along with=20 the Christian groups in the ancient city of Ephesus in Turkey celebrated = the=20 Feast of the Assumption.   Ephesus is believed to be where = Mary spent=20 the last years of her life.  More than 2,000 people attended Mass = there=20 last week, celebrated by Archbishop Luigi Conti, Apostolic Nuncio in = Turkey.=20 Among the faithful were pilgrims from the United States, France, and=20 Italy.=20

    A liturgy of the Word was also celebrated, under the = direction=20 of diocesan Archbishop Giuseppe Bernardini, during which the first = fruits of the=20 harvest were blessed. It is interesting to note that Turkish Muslims, = who are a=20 majority in the country, attach great importance to this blessing. = Consequently,=20 thousands of them went up to Meryem Ana to pray to the Virgin, for whom = they=20 have a special devotion.=20

    The Qu'ran mentions Mary 44 times in delicate poetic = terms. The=20 Ephesus shrine is one of the few where Muslims and Christians pray = together=20 daily. Devotees arrive from all over the world, numbering over one = million=20 annually.

    =93Zinda=92s July 27, 2000 issue included Mr. Carlo Ganjeh=92s = announcement of=20 his candidacy and platform for the presidency of the Assyrian American = National=20 Federation (AANF). I applaud Carlo=92s willingness to share his = intentions with=20 the Assyrian public. To my knowledge, he is the first person running for = the=20 presidency of the AANF to do so. Yet I could not help but feel perplexed = by his=20 intentions. Why is Carlo using Zinda to announce his candidacy? Who is = Carlo=92s=20 intended audience? And what would Carlo represent as the president of = the=20 AANF?=20

    To answer these questions we need to take a look at = the AANF,=20 its goals and its accomplishments. The AANF was founded in the thirties = - after=20 the massacres of the Assyrians in our homeland - to rally the Assyrians = of the=20 United States to the cause of safeguarding the national interests of our = brothers and sisters in our homeland. The AANF was established to become = the=20 voice of the Assyrian people in this country and to promote our language = and=20 nurture our cultural heritage in the United States.=20

    Yet after 70 years of operation in this free and = prosperous=20 country, what is the reality of the AANF today? The AANF is one of the = most=20 unrepresentative, undemocratic, and backward Assyrian organizations in=20 existence. Instead of representing the Assyrian people, the AANF is an=20 affiliation of Assyrian entertainment clubs with a membership of at best = 5,000=20 Assyrians, an insignificant percentage of the over 200,000 Assyrians = residing in=20 the United States. Its undemocratic electoral process, whereby each = affiliated=20 club is given three votes regardless of the number of its members has = fostered=20 an environment of cronyism and corruption, allowing an obscure affiliate = with a=20 handful of members to influence the elections as much as its largest = affiliate.=20 And it is backward because instead of promoting unity and cultivating = our=20 national aspirations, it has been stupefying us with its club mentality, = alienating the Assyrian people and dividing us along the lines of=20 members/non-members. The AANF, throughout its long history of existence = has=20 never mattered in the lives of our people in this country nor in our = homeland.=20 Detached from the Assyrian people, it has failed to tap into the = enormous=20 resources of the Assyrians in this country who collectively earn over a = billion=20 dollars annually. Instead it relies on organizing an annual rowdy bash - = its=20 sole claim to fame - to finance its operations. Hence the AANF is = financially=20 extremely weak and has virtually no assets, even unable to afford a = single paid=20 full-time officer or a staff member.=20

    Based on the above analysis, I dare say that the = Assyrian=20 American National Federation in its current format is a national = disgrace. I can=20 feel nothing but contempt for anyone representing such a pathetic = organization.=20 Now back to the question of why Carlo Ganjeh is using Zinda - a public = forum=20 with the largest Assyrian audience in this country and the rest of the = world -=20 to announce his candidacy and platform for the presidency of the AANF. = Carlo=20 Ganjeh is an old friend of mine. I=92ve known him to be a man of = integrity. Carlo=20 is also a capable, ambitious person. Is Carlo=92s ambition just to = become the=20 president of an undemocratic, corrupt, backward, and irrelevant = organization=20 that represents an insignificant number of Assyrians in this country? Or = is=20 Carlo=92s public announcement an indication of his desire to ultimately = become a=20 representative of the Assyrian nation; an elected official who is given = the=20 mandate by the Assyrian people to run their national affairs? If the = latter is=20 the case, then I would like to know more about Carlo=92s plan to = restructure the=20 Assyrian American National Federation into a representative Assyrian = national=20 organization whose officers, in order to be elected, have to campaign to = win the=20 votes of the Assyrian people in this country.=94=20

    ALUMNI REMINISCE ON = JESUITS' ROLE IN=20 IRAQ

    They are old men now, these = Jesuit priests;=20 their legs weak, their hair thin and white. But their eyes still flash = with the=20 intense commitment that propelled them to Iraq a half-century ago. They = still=20 glow with the sense of purpose that won respect from generations of = schoolboys=20 at Baghdad College.=20

    Starting in 1931, New England's = branch of=20 the Society of Jesus dispatched a stream of teachers to the Tigris River = campus,=20 a high school akin to Boston College High. They taught boys math and = science,=20 and, more importantly, how to think.=20

    In a testimony to the bonds = they forged,=20 600 former students - surgeons, engineers, and executives from around = the world=20 - have gathered in Framingham this weekend, renewing ties with one = another and=20 with their old teachers. The reunion comes 32 years after the Jesuits = were=20 forced to flee Iraq, expelled by the Baathist regime that gave rise to = Saddam=20 Hussein.=20

    ''Want to see a miracle?'' asks = the Rev.=20 Tony Paquet, 72, the youngest of four Roman Catholic priests reminiscing = at the=20 Jesuit health center in Weston about Baghdad College days. A man of = French=20 Canadian ancestry and Dorchester nativity, with a talent for leavening = gravitas=20 with humor, he stands up from his wheelchair, steps forward to greet a = visitor,=20 and sits down again. ''That's a miracle!''=20

    Then, with tears punctuating = their laughter=20 and nostalgia, Paquet and the other priests talk about the joys of = teaching in=20 Iraq, the emotional wounds inflicted by the expulsion, and what they = consider=20 the immorality of US-backed sanctions that, a decade after they were = laid on=20 Iraq for its invasion of Kuwait, are estimated by the United Nations to = be=20 killing 5,000 children a month.=20

    ''The American press beats up = on Saddam=20 Hussein,'' Paquet says, ''but they don't tell you about all the little = kids in=20 the streets selling Chiclets by the one.''=20

    Baghdad College grew out of a = petition from=20 Iraq's Christian community to Pope Pius XI for a school, according to = the Rev.=20 Robert J. Sullivan, 88. ''The Holy Father went to the general [of the = Society of=20 Jesus], the general told the New England province `You!' and that was = it,''=20 Sullivan said.=20

    Actually, there was a bit more = to it than=20 that. New England became a free-standing Jesuit province in 1926, and = was=20 burgeoning with young people entering religious orders, when the opening = came in=20 Iraq, according to Brother Jim McDavitt, a reunion organizer and the = director of=20 the Jesuit seminary in the South End.=20

    McDavitt became aware of = Baghdad College=20 long before he knew much about Iraq or considered entering a religious = order.=20 While he was growing up in Worcester, his aunt was active in the Iraqi = Club,=20 through which mothers, sisters, and other supporters of the Jesuits = organized=20 school fund-raisers.=20

    The priests were gung-ho as = well, as was=20 reflected in an introduction by one founder, the Rev. Edward F. Madaras, = to a=20 1936 complilation of articles from the mission = newsletter.=20

    The newsletter ''treated the = Baghdad=20 venture, not as a lark, to be sure, but as a gay adventure for the King = of=20 Kings,'' Madaras wrote. ''The fathers were knights setting out on a = jousting=20 match to defend the honor of their Liege Lord, and although they felt = they were=20 going to get many a hard knock and be unhorsed more than once, they = looked=20 forward to the contest with a glint in their eye, a smile on their lips, = and a=20 song in their hearts.''=20

    Their jousting ground was an = oasis amid the=20 dusty streets and yellow brick of Baghdad. The school's site was large = and=20 removed from the city center, fronting the historic Tigris, which = watered the=20 school's gardens and playing fields, and the orchards around=20 them.=20

    ''It was very green,'' says = Laith Kubba, a=20 longtime opponent of Hussein's who now is senior program officer for the = Middle=20 East at the congressionally funded National Endowment for Democracy. = ''The=20 moment you entered the school you entered a different world. Everything = inside=20 was American.''=20

    If the adventure was a jousting = match, the=20 manner of scoring remained obscure.=20

    The school for Christians that = was=20 envisioned in the petition to the pope did nurture Christian youths, = offering=20 low-cost education to boys whose families otherwise could not have = afforded it.=20 But Muslims, Jews, and members of smaller ethnic groups knocked at the = doors of=20 Baghdad College and were accepted, and, Paquet says, ''in all my years = in=20 Baghdad, I never baptized anyone.''=20

    In the 1960s, ''Baghdad College = was=20 overwhelmingly Muslim, which I am,'' says Kanan Makiya, author of a = bestseller=20 on Iraq titled ''Republic of Fear'' and director of the Iraq Research = and=20 Documentation Project at Harvard University. ''They never proselytized = in our=20 faces at all. They did set an example, and one admired them, for their=20 capabilities as teachers and for their personal=20 characteristics.''=20

    When folks back in New England = heard that=20 the Jesuits were not making converts to Christianity, Paquet recalls, = they often=20 would ask: ''What do you go there for? Why pour yourself down the drain = in=20 Iraq?''=20

    The fathers wrestled with that = question.=20 The answer, he decided, was that ''we established a visible and = admirable=20 presence of Christ in this land that was no more than 5 percent = Christian, and=20 provided a shot in the arm to Iraqi Christians, gave them something to = look up=20 to.''=20

    When the Baath Party swept into = power in=20 1968, the days of the Jesuit school were numbered.=20

    Waves of anti-American = sentiment swept the=20 Mideast after the US-backed Israelis humiliated their Arab neighbors in = the 1967=20 Six-Day War. Iraq's new secular leaders also saw a threat in the = nation's Shiite=20 Islamic movement as well as a US-linked establishment, says Dahfir Nona, = an=20 alumnus who is now a Detroit-based engineer.=20

    The new rulers ''really wanted = to close the=20 Shi'a schools,'' Nona said, ''and they couldn't close Muslim schools = without=20 closing the Christian schools, too.''=20

    Whether they are apolitical or = fiercely=20 opposed to the regime, all agree the sanctions imposed on Iraq - = technically by=20 the United Nations but primarily due to US policy - are ineffective = against=20 Hussein and are depriving innocents of basic nutrition and medical=20 care.=20

    ''Millions of people are in = misery,'' Kubba=20 says. ''They are losing their dignity, and the physical effect on them = is=20 horrifying. The reason many of us have opposed Saddam all these years is = because=20 he harmed people. Now this policy is also harming people, and I feel an = equal=20 moral obligation to oppose it.''=20

    The priests and their former = students sent=20 their own mission last December to investigate.=20

    ''What the Jesuits really = taught us was how=20 to think,'' says Kubba, ''how we break a problem apart in our minds, how = we seek=20 an answer. It is a formula I use even today.''

    SYRIA'S WATER POLICY = TARGETS ASSYRIAN=20 CHRISTIANS

    The following is a report compiled by the Assyrian International News Agency, = Chicago;=20 August 22=20

    The current three year long = drought to hit=20 Syria and the surrounding region has had an especially disastrous impact = on the=20 Assyrian population in the northeastern PART of the country. Whereas the = primarily agrarian Assyrian community along the Khabur River previously = thrived=20 on fertile irrigated lands, the last three years have yielded little or = no=20 harvest. With escalating hardship to the whole agriculture-based = regional=20 economy, leading many Assyrians to consider abandoning their=20 lands.
     =20
    Over the past decade, with = steadily=20 dwindling rainfall, increasing numbers of illegal wells have been dug in = the Ras=20 Al-Ain area by non-Assyrians for crop irrigation. At times, Ras Al-Ain has = completely dried up leaving the once mighty Khabur River with nothing = more than=20 isolated mud puddles. It is believed that nearly two thousand illegal = wells have=20 been dug in the environs of Ras Al-Ain south of the Turkish border and = just=20 north of the thirty-five Assyrian villages. Some wells have also been = reportedly=20 dug within Turkey north of Ras Al-Ain further tapping into the = underground water=20 table that forms the lifeline of the region. The net result is to = drastically=20 reduce the downstream flow of the river and on occasion completely halt = flow.=20 Little or no water reaches the Assyrian villages and agriculture = correspondingly=20 suffers. The availability of fish, an important source of protein in the = Khabur=20 diet, has also been seriously impacted. While the Jazirah region suffers = through=20 yet another year of drought and government inaction, disturbing recent = reports=20 disclosed that Syria announced an agreement to provide neighboring = Jordan with=20 water. =

    Not surprisingly, though, there = is=20 sufficient water to reach several Arab villages north of the Assyrian = villages=20 as well as the state owned Manajer Farm, which was previously = confiscated and=20 nationalized from an Assyrian Christian landowner. Some Arab farmers = enjoying=20 close ties to corrupt government officials are allowed to dig wells = despite the=20 law, but are in turn charged as much as half of their harvest. While = turning a=20 blind eye to wells dug by Arab farmers, the government never the less = strictly=20 enforces the ban on wells in the Assyrian villages.=20

    A large concentration of = Assyrian=20 Christians (from various Churches with the majority belonging to Syrian=20 Orthodox, Chaldean Catholic, and Church of the East) inhabit the = northeastern=20 part of Syria- the Jazirah. The Khabur River lies within this region and = is home=20 to a chain of thirty-five Assyrian villages along both banks of the = river. The=20 Khabur River begins just south of the Turkish border within northern = Syria=20 emerging as a spring from an underground water table at Ras Al-Ain = before=20 heading south as a tributary of the Euphrates River within historic = Assyria=20 proper.=20

    Just north of Sapeh, a dam = diverts water to=20 a reservoir that serves the main city of northeastern Syria- Hassaka. = The result=20 is that from the government owned Manajer Farm north to Sapeh and the=20 surrounding Arab villages, there is sufficient water flow for irrigation = and=20 drinking. Also, the Arab villages to the north continue to enjoy ample = water for=20 irrigation on account of the illegal wells. With the dammed and diverted = water=20 stored for use in a reservoir farther to the south, water again becomes=20 available just south of the Assyrian villages. No access from the = reservoir is=20 granted to the Assyrian villages
    This recent Syrian policy leaves the Assyrian villages alone = within an=20 arid belt bereft of water while water is redistributed to the north and = south=20 either directly from the Khabur River, through government condoned = illegal=20 wells, or through the reservoir. The conspicuously abrupt water = demarcation=20 lines in the area of the Assyrian villages is a consequence of both the = severity=20 of the current drought and, more importantly, a result of primitive and = corrupt=20 Syrian governmental environmental policy as well as the government's = inherent=20 hostility towards the politically disenfranchised Assyrian=20 community.=20

    In the past, the Syrian = government has been=20 unfairly hostile to local Assyrian efforts to improve the dire water = situation.=20 On June 24, 1997, the Syrian government arrested four members of the = Assyrian=20 Democratic Organization (ADO), including a former member of parliament, = in=20 Hassaka who had initiated a project to bring potable water via tankers = to the=20 parched Assyrian Khabur villages (AINA July---, 1997). The four men were = eventually released, three of whom only after several months of = incarceration=20 and standard Syrian mistreatment. Despite lacking any legitimate legal = merit,=20 the trials of the three were never dismissed, but rather continued = indefinitely=20 in order to allow the government the pretext to reconvene the trial at = their=20 whim any time in the future.=20

    Other than asking farmers to = not plant=20 their summer crops, the Syrian government has not initiated any action = to solve=20 the ongoing environmental disaster opting instead to condone corrupt and = discriminatory water mismanagement targeting the Assyrian community. = Several=20 options are available to solve the water shortage, including: interbasin = water=20 transfers, joint regional planning, waster water reclamation, catcment = and=20 storage, rationing, and increasing awareness and education relative to=20 irrigation and usage efficiency. Yet, Syrian officials are instead = taking=20 advantage of the situation to reduce the Assyrian population of the = region. In=20 order to quiet growing discontent in the region, sources in Syria have = recently=20 suggested that the government has approved a plan calling for new wells = to be=20 dug along the Khabur River with the intention to direct their flow = entirely into=20 the river in order to reconstitute the river for downstream communities. = However, the environmental impact till now has been nothing less than=20 catastrophic with a steadily dropping water table inevitably leading to=20 necessarily deeper and deeper wells such that some wells now need to be = 500-800=20 meters deep in order to produce water. It is believed by some that such = a=20 project, if ever implemented, may only temporarily forestall the water = crisis in=20 the short term and may perhaps still more drastically lower the existing = water=20 table in the long term.=20

    Water scarcity has increasingly = become a=20 source of tension between rival neighboring states in the Middle East. = Now the=20 Syrian government is using water scarcity as an internal political tool = to=20 refashion the demography of the Jazirah by encouraging the exodus of = Assyrians=20 from an historically Assyrian region. Hopes for a more enlightened = environmental=20 as well as internal political policy from the new Syrian President = Bashar Assad=20 will have to be put on hold as the late President's son consolidates his = power=20 base. Assyrians in Syria remain apprehensive about raising the water = issue=20 during a time of power consolidation so as to not endanger the community = by=20 appearing to be in opposition to the government. Rather than face the = potential=20 wrath of a "consolidating" regime, many Assyrians may choose to continue = to=20 endure the worsening hardship or worse still, simply leave their=20 homes.

    GENOCIDE CONFERENCE IN SAN = JOSE

    (ZNDA:  San Jose)  On = August 5th=20 nearly one hundred Assyrians participated at the first Assyrian Genocide = Conference organized by an Assyrian organization in the United = States.  The=20 purpose of the conference was to convene some of the leading experts on = Assyrian=20 Genocide of 1915; Assyrian activists and researchers to address the = issues=20 related to the execution and aftermath of the Turkish government's crime = committed against its Christian population in 1915.=20

    The Conference received much = attention from=20 non-Assyrian activists, media and organizations involved in raising = awareness on=20 genocides committed in the 20th Century.  The invited speakers were = Dr.=20 Gabriele Yonan from Germany, Dr. Abdul Massih Saadi from Chicago, Ms. = Thea Halo=20 from New York, Dr. Jacob Boas and Mr. Serop Nenejian from=20 Oregan.=20

    The event began at 8:30 in the = morning and=20 lasted until late evening.  Set against the historic background of = Hayes=20 Mansion in San Jose, the conference was attended by local and state-wide = Assyrian activists, pastors, and Secretary General of the Assyrian = Universal=20 Alliance, Mr. John Nimrod.  The event was hosted by the Assyrian = American=20 Association of San Jose.  Ms. Jacklin Bejan, president of the AAA = of San=20 Jose welcomed the attendees and Mr. Wilfred Alkhas, publisher of Zinda = Magazine,=20 moderated the event.=20

    Dr. Yonan and Dr. Saadi offers = profound=20 analysis of the events leading to the 1915 Genocide, and explained = political and=20 social factors involved.  Dr. Yonan explained the role of the = German=20 government in galvanizing the Muslims against the Christian populations = and Dr.=20 Saadi emphasized the importance of greater scholarly research necessary = to shed=20 more light on the causes and latter effects of this tragedy.  It = was noted=20 that as a result of this Genocide, over two thirds of the Assyrian = population=20 was decimated.  Had the Genocide not occurred the Assyrians would = have=20 enjoyed a population over ten million in the Middle East alone, noted = one=20 speaker.=20

    Dr. Boas was born in a German = concentration=20 camp in Poland and is a Holocaust survivor.  He is the past = director of the=20 Jewish Holocaust Center in Northern California and Oregan.  Mr. = Nenejian is=20 an Armenian activist who delivered a passionate speech on the evil acts=20 conducted by the government of Turkey then and its current efforts to = fund=20 different university history programs across the United=20 States.=20

    Thea Halo's readings from her = book were=20 well received and all copies of "Not Even My Name" were sold in less = than a few=20 minutes.=20
